New Immigration Regulations 2025: what changes for the TIE
On 20 May 2025, Royal Decree 1155/2024 came into force, replacing the previous RD 557/2011. It is the largest overhaul of Spain's immigration system in over a decade. Here are the changes that directly affect the TIE.
Article change
The TIE regulation moves from article 210 to article 209. The content is similar, but the wording is updated to reflect new authorisation types (digital nomad, arraigo for training, etc.).
New fees (Order PJC/617/2025)
The order updating immigration fees was published on 16 June 2025, retroactive to 20 May. It is the first fee update in over 10 years. The new amounts for the TIE (form 790, code 012):
- First issue: €16.08 (previously €15.76).
- Temporary renewal: €19.30 (previously €15.76).
- Long-term: €21.87 (previously €20.60).
Online submission via Mercurio
Renewal applications (not first issues) can now be submitted online through the Mercurio platform. You need a digital certificate or Cl@ve. This reduces visits to the office: you only attend for fingerprinting.
Self-assessment system
A self-assessment system for fee payment is introduced, speeding up the process. The 790 form can be generated and paid online, without needing to visit the bank in person.
EU directive transposition
The new regulations partially transpose EU Directive 2024/1233, establishing a single application procedure for combined residence and work permits.
