Notaria-Online Updates as a PAE Point in 2026
Notaria-Online completed its full adaptation as an Entrepreneur Assistance Point in June 2026. The system allows the constitution of limited liability companies without the partners having to travel. The current average timeframe is 36 hours from the start of the file until the company obtains the definitive NIF and registration in the Commercial Registry.
This update automatically integrates the CIRCE system. The data flows directly between the platform, the notary, Hacienda, and the Commercial Registry. The 2026 Refresh collects this data from the last three months of operation.
Users no longer need to request an appointment at a physical notary's office or submit documentation at counters. Law 18/2022 on the creation and growth of companies requires PAEs to offer this comprehensive service. Notaria-Online complies with the requirement with the updated version.
The platform manages both single-member SLs and multi-member SLs. In single-member companies, one partner contributes the capital and assumes the administration. In multi-member companies, several partners distribute the participations according to the percentage they agree upon.
Differences with the 2025 Version
The 2025 version offered average timeframes of 72 hours. Integration with CIRCE required manual steps that added up to 48 hours of delay. Now the connection is automatic and reduces the time to an average of 36 hours.
The costs of digital signing have changed. In 2025 each signer paid 55 euros. The Order ETD/456/2026, of March 12, has set the new price at 28 euros. This represents a 49% reduction.
The validation of statutes took 24 hours in 2025. In 2026 the system reviews the documentation in less than 4 hours. The error rate in data transmission has gone from 8% to 1.2%.
The percentage of files completed in less than 48 hours has risen from 65% to 94%. The ministerial order has also simplified the mandatory fields in the CIRCE form. This prevents users from having to repeat information already provided.
The 2026 version incorporates improvements in the notarial video call. The notary shares the screen to show the document in real time. In 2025 this function did not exist and the partners received the text by email before signing.
Steps to Incorporate an SL Without Travel
The process follows a specific order. First, you create an account on Notaria-Online with your DNI or NIE and a verified email address. The system applies two-step authentication.
Second, you select the type of company. You indicate whether it will be a single-member SL or a multi-member one and fill in the partners' details: full name, identification number, address, and percentage of participation. The platform marks the mandatory fields.
Third, you define the share capital. The legal minimum remains 3,000 euros. You can contribute it in cash by bank transfer or with assets. In the case of non-monetary contributions, you must upload the documents that certify the value.
Fourth, you enter the corporate purpose and the company name. The system automatically consults the Central Commercial Registry database to check if the name is available. If there is a match, it suggests alternatives.
Fifth, you upload the bylaws. You can choose a template adapted to 2026 or upload your own document. The platform checks that they meet the requirements of Law 18/2022 and warns of clauses that need to be modified.
Sixth, identity verification is carried out. If you have a digital certificate, the process takes 30 seconds. If not, you start a short video call with an agent who confirms your identity using your ID or passport.
Seventh, the notarial signing is scheduled via videoconference. The assigned notary appears on screen, explains each clause, and answers questions. All partners must connect at the same time if the SL is multi-member. The signing is done with a qualified digital certificate.
Eighth, the notary formalizes the deed. The system sends the data to CIRCE automatically. In less than 12 hours the provisional NIF arrives along with the full registration in the Commercial Registry. You receive the final documentation in your account.
Updated Costs Following the Ministerial Order of March 2026
The notarial fees for a standard SL are 140 euros. This amount includes the drafting and formalization of the deed. The Commercial Registry charges 85 euros for the registration.
The CIRCE fee is 25 euros. Digital signing costs 28 euros per signer according to Order ETD/456/2026. A single-member SL with one signer has an average total cost of 318 euros VAT included.
A multi-member SL with two partners amounts to 375 euros. These prices are fixed and are shown before starting the process. No surcharges are applied for urgency within normal hours.
The breakdown appears in the user panel at all times. You can compare the cost with the traditional in-person process, which usually exceeds 620 euros between notary, manager, and registry. The main difference is in the elimination of travel and waiting times.
The platform allows splitting the payment into two installments. 50% is paid when starting the file and the rest after the notarial signing. This system was introduced precisely with the 2026 update.
Practical Example in Bilbao
Carlos runs a small logistics company in Bilbao. In May 2026 he decided to incorporate a multi-member SL with his technical partner. Both lived in different neighborhoods of the city and neither wanted to lose workdays on in-person procedures.
Carlos accessed the platform on Monday the 12th at 8:45. He filled in the data for both partners, established participations of 60% and 40%, and uploaded the bylaws that he had prepared with his advisor. At 10:20 he received confirmation that the documentation was correct.
The video call with the notary was scheduled for 15:00 on the same Monday. The two partners connected from their respective offices. The notary reviewed the clauses on joint administration and explained the tax obligations of the new company. The signing was completed at 15:40.
On Tuesday at 11:15 Carlos received the definitive NIF and the registration excerpt from the Commercial Registry in his account. The total time was 26 and a half hours. In 2025 the same file would have taken four working days and two trips to the city center.
Carlos was able to open a bank account in the name of the company that same Wednesday. The speed allowed them not to lose a contract that required invoicing in the name of a legal entity.
When to Choose This Express Route
The express incorporation works well when the bylaws are standard and there are no complex contributions. It is especially useful for entrepreneurs who need to operate in less than a week. It is also suitable for those who already have a clear corporate structure and partners.
If the case includes real estate assets as a contribution or very detailed partner agreements, the system indicates that a prior study by an in-person notary is required. The platform displays this warning before charging any amount.
These procedures can be done online.
